Perhaps a malconfiguration?

[12:31:27] <Zabe>	 It's not a malconfiguration. 2FA authentication is currently only enabled for users with higher permissions like sysops. But anyone can request access to two-factor authentication, here: https://meta.wikimedia.org/wiki/Steward_requests/Global_permissions#Requests_for_2_Factor_Auth_tester_permissions
