You can do this by going to https://gerrit.wikimedia.org/r/#/admin/projects/operations/mediawiki-config , clicking "Create Change" at the bottom, type in master as the branch and then type your commit message. Once on the change screen, click "edit" on the toolbar, then click add and type the filename in (you can use github, phabricator or gitiles to help in case you don't know what its
