It's https://tools.wmflabs.org// [22:23:11] e.g. if you fill in the Unique tool name field with "goat" then the url will be https://tools.wmflabs.org/goat/ [22:26:50] But not all tools are webservices either, so if you are making a webservice and want it to show up in Hay's directory you need to edit the toolinfo after you create the tool and check the "This is a webservice" box.
