To apply it later with action=tag, the user need the 'changetags' right instead. Either way, someone with the 'managechangetags' right (i.e. an admin) would need to first create the tag on Special:Tags or with API action=managetags.

Those people are more likely to be TEs and/or AFs, or at least I would think. Alternatively, maybe a new usergroup for technical editors that write userscripts/gadgets/whatnot?
