It's perhaps a username policy violation as obviously intended to troll, though that is a somewhat vague criterion and usually not used in isolation. Personally, I'd suggest maybe a @CVT member post a notice on the user's Meta user talk page giving them 24-72 hours to request a global rename and, if they do not respond in that timeframe, then lock the account per the trolling username policy violation criterion
