They are soft blocked (by me) on Meta for three months (anonymous users only) due to repeatedly creating out of scope content and trolling, and they've now extended the same behaviour to Commons. I'd suggest a global soft block for three months (anonymous users only), and allow account creation, as they seem not to be creating accounts
