Sadly, concur with the unanimous consensus for a global lock of a user who spammed the Farmer log with bad wiki requests. Has made no other edits on other wikis and, with a random username like that, the probability of this being either (a) a sockpuppet of an LTA or (b) a vandalism only account is high.

If you type in Special:CreateWiki on other wikis, it produces a permission denied error, so I'm assuming there's some sort of global configuration, either on the front end or in the back end, that prevents it from being used on Meta, eh?
